SeaPort-e Desired Functional Areas

LeMay Engineering possess a wealth of experience in providing its clients conceptual and preliminary engineering services, engineering design, needs assessment analysis, consulting services, construction and building observations, and due diligence reporting. When providing these services, we have proven to be very proficient at managing complex budgets, forecasting, developing detailed cost estimates, maintaining projections, and fully tracking expenditures, obligations, and invoices. Our engineering services include:

System Design Documentation and Technical Data Support

LeMay Engineering is able to prepare the necessary technical, legal, and contractual documentation required throughout the phases of a project. Technical / Contract Documents include the following:

 

  • Proposal Instructions / Forms;
  • Performance and Payment Bond Form;
  • Agreement between Owner and Contractor;
  • Owner’s Minimum Requirements;
  • Design Drawings, Specifications, Documentation, and Guide;

Quality Assurance (QA) Support

LeMay Engineering is able to provide Quality Assurance services and will act in the Navy / Marine Corps’ interests at every stage of each project.  LeMay Engineering’s assigned Project Manager will offer advice, uncolored by any conflicting interest, on matters such as:

 

  • Optimum use of available funds;
  • Control of the scope of the work;
  • Project scheduling;
  • Optimum use of design and construction firms’ skills and talents;
  • Avoidance of delays, changes, and disputes;
  • Enhancing project design and construction quality;
  • Optimum flexibility in contracting and procurement; and
  • Cash flow management.

 

Comprehensive quality assurance of every stage of a project, beginning with the original concept and project definition, yields the greatest possible benefit to SeaPort-e stakeholders through effective project management. As time progresses beyond the pre-design phase, the ability to affect cost savings diminishes.  LeMay Engineering will represent SeaPort-e ordering agencies by assisting in preventing scope creep, and helping our government counterparts stay within a pre-determined budget by performing Value Engineering, Cost/Benefit Analysis, and Best Value Comparisons. Our management of each project will be planned and executed with the utmost integrity with a straight-forward, thorough yet efficient, approach to completing the project on-time, within budget, and with the desired results.

Quality Assurance

We practice a rigorous QA program that will ensure that all required services in the task order / project deliverables meet or exceed desired performance criteria and quality levels.  Our QA program for this contract will be overseen by our proposed Program Manager who will ensure implementation of our company QA Plan for SeaPort-e task orders.  LeMay Engineering utilizes a thorough QA program.  Before work is initiated on any task, the Contract Program Manager and other key personnel will review:

 

  • Assumptions made in identifying requirements of the task;
  • Methods planned for completing the task;
  • Staff personnel assigned to complete the task; and
  • Procedures that will be implemented to check the work on a frequent basis to ensure that the desired end results will be achieved within budget and on schedule and meets the requirements of the contract.

Periodic reports will be provided by LeMay Engineering in order to support contract performance.
